As GonGonNL said it's very unrealistic there should be less police cars and they should be placed more in a clutter. Right now the cops are just stading there and watching which makes them look stupid. You should find appropriate scenarios for each of them and make sure everyone is busy doing something. Also the barriers you use to stop traffic are a good idea but also unrealistic you should place them around the accident but make sure traffic has 1 or 2 lanes to flow trough.
@BrokenFang I don't mean to criticize you, but have you ever seen a vehicle collision on a freeway? They don't generally close all the lanes much less when the accident itself covers two lanes. The police cars, well, placement is a big issue for me. I'm not sure how or why they would park their vehicles in a crescent shape. Also, there are too many police cars for a MVA. One firetruck doesn't cut it for this category of an accident, and cones/signs should be used instead of barriers. This is just some things you can improve on future maps.
That was my first reaction too, very unrealistic. I like realism for this game. First off, I have never seen any accident where they use cement barriers to block off all lanes like that. Use cones, flares, or even police cars. Also, like others said, try to isolate the accident and still allow other cars to go through. Living in LA, I saw this almost every week. The only time I saw the freeways completely closed were when a driver drove the wrong way on the 10 killing many people, or another time a full Bad Boys 2 police chase leaving 20+ cars flipped over or completely totaled, and lastly and most recently when the big accident happened on the 5 freeway taking up all 6 or 7 lanes and many of the cars were blazing on fire. In all of those, I never saw cement barriers. I even saw CalTrans construction vehicles closing off on/off-ramps with construction barriers and cones. Use cones, flares, or cars to direct traffic. Oh and I have never seen the police cars line up so elegantly all in a row for like that. Also, since this is on the freeway, this would be only CHP, no police cars would be there. Don't take it as criticizing, just helpful info so you can make it better. Keep going and you can have something really cool here.

If you want to improve, instead of blocking every lane, try to open as many as possible while at the same time keeping the situation isolated.
