Hi,i've made an configuration for the low end pc's,that work's for online and it's legal.
This configuration is a .7z , and contains a costume commandline.txt and a optimized settings.xml with 720p Graphics,but you can modify the resolution.

@FRChrisM Wait... why do you need this for those specs? i have around same specs. only thing better is my gpu, but you should be able to run this fine at very high 60fps

when i start i goes in fullscreen and N++ said that : this file has been modified by an other program Want to reload?.

@Ventaru yeah, you can, it isn't a mod that modifies the game files, it's just a command line with a bunch of settings that you can't set in game, so the answer is yes, you can play GTA:O with this.
