Hope this will make your gameplay better.
Usefull Information:
Use version 1.0 if you only want S.W.A.T.'s loadout to be changed
Installation :
1- Open up your OPEN IV
2- Go to your mods folder (if you dont have one you can create)
3- Navigate to update - update.rpf - common - data - ai (in your mods folder)
4- Drag and drop the loadouts.meta in the archive to OPEN IV
5- If done correctly it should work, enjoy!
The swat in the screen shot wears glasses. You can find them in here :

Known Bugs : SWAT Peds sometimes shoots bit slower

1.4 Was the final version of this mod. This mod will not be updated anymore, but I will make other mod(s) in the future.
how did you have swat helmet look like that? and how did you have the first responders wear police hats?
btw can you make a script version? I dont use mods folder (crashes too often for me, even if i clean mods folder, crash still)
so i'd appreciate it if you made a script version out of this

If cops won't spawn wih the edited loadout please let me know.
I don't have access to my computer so I did not tried the mod.
you wont probably answer this but can you make one with swat spawning in riot vans great mod btw
