This texture is to meant to replicate Parks Canada Ford Taurus. It's got their logos and emblems.
Installation Guide:
(GTAV\update\x64\patchday11ng\dlc.rpf\x64\levels\gta5) Lets say for example you want to replace park ranger vehicle. Search pranger in top right corner. Click pranger.ytd. Click tau_sign_1and replace. Exit and save. Now it should be in your game. Have fun!
