Thats a smaller mod for EUP with LSPDFR. This is a retextured vest. In the Read Me, you can find the installation instructions.

Install:

1.Open the Open IV!
2.Go to: mods/update/x64/dlcpacks/eup/dlc.rpf/eupcomponentpeds.rpf/mp m freemode 01
3.Drag and drop the .ytd file here!
4.Done Enjoy
