Known issues, Hands not on steering, trying to figure a way of not having to resize steering as it will be out of line with dash console.
The scanner isn't the best but seems all I can do with VehfuncsV
Install instructions
First, go to gta5 / mods / update / x64 / dlcpacks
Make a new folder, name it "kittfh5", and drag dlc.rpf into the folder.
Then, go to gta5 / mods / update / update.rpf / common / data
Edit dlclist.xml, add "dlcpacks:/kittfh5/"
spawn name kittfh5
vehfuncs features working scanner light and working wipers. you must have vehfuncs V installed and place the kittfh5.ini file in the vehfuncs folder for the features to work.

i dont know if this is too much to ask but is there any other way you could animate the scanner so its possible for use in Fivem? VehFuncsV sadly doesnt work there cause of the whole scripthook thing.
Are you considering to make K.A.R.R. aswell?
