A remarkable iteration of the Su-25 family, the Su-25TM (designated the Su-39 for export purposes) emerged as a product of Sukhoi's relentless pursuit of excellence in ground-attack aircraft design. Debuting in the late 1990s, this formidable aircraft marked a significant advancement over its predecessor, the Su-25. Its evolution was spurred by the lessons learned from conflicts such as the Soviet-Afghan War and the First Chechen War, where the Su-25 played a crucial role. The Su-39's capabilities were a testament to its modernization. Its arsenal featured an impressive array of weaponry, including precision-guided missiles like the Kh-29, Kh-25, and Vikhr, which enabled surgical strikes against both ground and naval targets. The integration of advanced avionics and targeting systems significantly enhanced its accuracy and situational awareness, allowing pilots to operate effectively in complex and dynamic environments.

FOR FIVE-M: Drag the folder from FIVE-M into your [cars] folder and start the ressource.
FOR ADD-ON:
1. Place the "su39" folder into [Gamefolder]\update\X64\dlcpacks\
2. With OpenIV, open [Game folder]\update\update.rpf\common\data\dlclist.xml and add this with Notepad++
dlcpacks:\su39\
3. Open extratitleupdatedata.meta (It is at the same place [Game folder]\update\update.rpf\common\data\) and add these lines with Notepad++
dlc_su39:/
update:/dlc_patch/su39/
4. Now you are done, you will need a trainer with "spawn by name" function (Enchanted Native Trainer for example) to spawn the tank type in:
"su39"
If the game crashes on startup, use a custom gameconfig.xml (you can find them at gta5-mods.com)
I would advise using a Mods folder (more info at OpenIV)
and make a backup, I take no responsibility if any shit happens.

This looks really awesome, except the file size is pretty massive though!
SP version doesn't work. Game crashes when I try to get in it. Liveries also don't work yet are enabled. Setup2.xml also has typos in it. You need to update the SP version soon as it's broken.
Update: Using Add-On Vehicle Spawner by ikt, I toggled the option to spawn inside vehicle. Doing this I found out the issue with the SP version of this mod. On spawning the plane, I get flung a few meters away by trying to spawn inside the plane meaning this mod has an issue with its vehicle layout. Bottom line, the SP version is broken until you decide to update it. FiveM might work but I dont play FiveM to test that out.

@Jimmyr It worked. Thx for the update. You might want to check the setup2.xml file in the DLC. Its referencing your wing loong drone instead of the su39. Had to fix this file to get the dlc to load up.
