LSPDFR is a pretty famous police mod for GTA 5.

The tool does not affect your online account in any way.
It only checks the ScriptHookV website for changes and notifies you, if the version on the website was changed.

Okay so i've researched a bit and i'm not sure, that im able to help you with this.
Although the idea sounds really fascinating, there are a bunch of things, that are making the process of doing it extremely difficult even for experienced developers. For example there are a couple of yet undiscovered natives, which need to be used to achieve this. These natives can only be "discovered" by using decompilers and decompiling games is one of the most difficult things you can imagine. You would have to use a program like IDA or Hex-Rays, and these programs are everything else, than "easy to get". A license for IDA for example costs around 1000 - 2000 $. There are people who are most likely skilled enough to do this and i bet those who are, probably studied reverse engineering for multiple years.
What i basically want to say with this, is that making a script for this kind of stuff would have been easy if we had the resources (in form of natives), but unfortunatly no one has provided these resources yet.
Sorry that i was not able to help you with this. I suggest you take a look at this (http://www.dev-c.com/nativedb/). Maybe there are a couple of natives which could help you out with some other features !

The tool simply checks the ScriptHookV website for any changes.
If it doesnt notice any changes it will assume that the update has not been released yet, which leads to the "Update currently not available" message. In case it does notice changes in the version or release date on the website, it will notify you.
