@Lightmare2000 Strange. next time you have a clean install try this mod alone, it should work. Did you perchance have a LCPP (I'm assuming LCPP) minimap mod installed?
For anyone experiencing the issue, there is no clear fix, only to remove the mod... So if you're having these issues and still want to play just remove the mod. If you NEED the mod then just remove it and put up with the weird lightbar until there's a fix.

@JammyBoi141 Maybe don't install an old, outdated mod on top of modded files, do it on clean files and if you already have just reinstall files.
@Freknd It spawns naturally, but a heads up this addon is outdated and alot of the cars dont appear in game or with a trainer, I recommend getting IVPack instead.
