k so im having the same problem here enemy gangs will not spawn with weapons. checked the box that said enemy gangs start with pistols before they loaded in and took their territory still no weapons. 1 hour in playing naturally no weapons. i replaced gameconfig.xml in update/update.rpf/common/data and it makes my game crash. manually changed the text file to 30 and more dudes spawn but with no weapons :( what am i missing? i saw a dude earlier saying he fixed it but he didnt say how.
