@ynssks This fix doesn't solve all the problems . The problem with the wheel turning has been fixed, but try shifting gears using the paddle shifters on the steering wheel (if available) instead of the gearbox. It works for me. Here is a detailed video on how to properly bind the paddle shifters for gear shifting (just in case):

@Nob0dy "Yes, I did. I had installed a regular mod from a site which was outdated. I also experienced an issue where I turned the steering wheel, but the wheels didn’t turn, and I drove straight. After I installed this fix (link to the fix below), everything started working properly.

After downloading these two files, put them in the root folder of the game. Then you'll be able to rotate.
@RazeiT @SaNcHiZz Personally, I shift gears with the paddle shifters on the steering wheel, and everything works perfectly for me (I have a Logitech G923 wheel)
