Improved Vincent Effenburger (Chop Chop Update)

It's been 5 years since Vincent and his team were fired by Thornton Duggan from the Diamond Casino and Resort, working now as a full-time police officer in the famous but corrupt Los Santos Police Department, and aiding with intel or information new criminals on rising, it's time to put some detail to the big man!
This is my edits to the current Vincent model present in the Chop Chop update (Cluckin Bell Heist), both cutscene and in game models were edited to match the current lore friendly world and EUP.
- Redone almost the In game version (adding a new belt, nametag, new current LSPD seal for badge and hat, and a walkie talkie on the shoulder and a holster)
-Added new texture for belt and badge for the cutscene model, as i couldn't edit well the rest due to skel mesh.
Installation: All instructions are in the read-me file.
