With this mod you can edit how default cars spawn on the road, this has been converted so you can open in notepad and replace the file in openIV.
Path: x64a.rpf/data

@BULLFAYCE Yeah needs some updating but since OpenIV now coverts it its pretty much useless, if you want I can update it.

@kinghippo2000 Sorry I'm not really familiar with how parked cars work in GTA, I could look into it if you would like. Are you talking about spawns and stuff like that?
