The most recent version of Carl is a ped (With the vest, of course) so what are you waiting for? Make him your bodyguard.
Eventually CJ will include all voice lines and have no rigging issues.

Hello! Greetings, I'm from Colombia and I wanted to dare to ask! I've been able to get Franklin replaced by Carl. I could upload the mod with your consent keeping in mind that the credits are for you! Greetings and I hope you allow us to revive this wonderful mod.
Someone needs to remake this mod This face isn't CJ This face needs to be modeled after Young maylay face That's true HD CJ
I found a solution. You can rename the three CJ files to CJ_HD

@almico GTA 5 Enhanced version just came out today, and I was wondering if you can update your CJ mod into Enhanced version since I want to play with it. It'll be great if you can update this CJ mod for Enhanced GTA 5.
it has a no tatts folder which actually HAS tatts anyway, which is confusing since i want to remove them, and all the files have tatts anyway. not sure how it works
My favorite one, can you please add more clothes on him, like Hoodies, Hats, Jhericurl, Corn rolls, Plats?
It looks good, but I think it would be better if he didn't replace an existing character but was added to the game as an additional character.
